As of 21 February 2021 and until 21 August 2021, organisations importing certain types of packaging into the Republic of Belarus are required to obtain an importation licence.
The types of packaging the import of which requires a licence are those with the following customs tariff codes (TN VED codes):
4819 10 000 0;
4819 30 000 1;
4819 30 000 2; and
4819 40 000 0
These codes include paper and cardboard packaging. It is important to note that the question whether a particular type of packaging is subject to an importation licence is determined solely based on the TN VED codes assigned to the packaging during importation.
An importation licence is issued for each batch of packaging being imported by the Ministry of Antimonopoly Regulation and Trade and must also be agreed with the Belarussian Trading Trust of Wood, Timber Processing and Paper Industry (“Bellesbumprom”).
