EAEU: Adopted Technical Regulation on Energy Efficiency of ERPs

The EEC Council adopted the EAEU technical regulation “On the requirements for energy efficiency of energy-consuming devices”

The Technical Regulation applies to refrigerators, televisions, computers, washing machines and dishwashers, air conditioners, room fans, water pumps and other electrical appliances. It was developed by the Eurasian Economic Commission (EEC) in collaboration with the member states of the Eurasian Economic Union (EAEU) in order to ensure energy efficiency of energy consuming products and thereby save energy.

In addition, the EAEU technical regulation will help prevent the actions of unscrupulous entrepreneurs, who sometimes mislead consumers about the energy efficiency of such devices.

In order for users to be fully informed about energy efficiency properties, certain types of energy-consuming devices will be equipped with special labels and technical sheets (energy efficiency fiches) with the data on their energy efficiency properties. The energy efficiency classes of such devices are set out by the adopted Technical Regulation. The technical regulation also provides for the approval by the Commission of energy efficiency label forms.

Energy-consuming devices are to be released on the Union’s market only if they meet the standards of the aforementioned technical regulations and other technical regulations that apply to them, and provided that they have passed a certain conformity assessment procedure. They are to be marked with the common EAEU conformity mark (the EAC mark).

In accordance with the decision of the EEC Council, a phased implementation of the individual requirements of the technical regulations of the Union is intended. This will ensure a smooth transition for the manufacturers of energy-consuming devices to bring their products to compliance with the uniform EE requirements.

There is a transitional period of 24 months (until September 1, 2023) for the Technical Regulation to enter into force.

The adopted energy efficiency requirements are to enter into force in several stages. The stages are set out in the relevant Annexes to the Technical Regulation:

  • Appendix No. 3 (Asynchronous (induction) electric motors - 2021, 2023, 2025);
  • Appendix No. 5 (Household and office electrical equipment in standby mode and off mode - 2021 and 2022);
  • Appendix No. 9 (Electric lamps - 2021, 2022, 2023 and 2024);
  • Appendix No. 12 (Fluorescent lamps without built-in control gears, high-pressure discharge lamps, control gear and luminaires for such lamps - 2021 and 2022);
  • Appendix No. 13 (Directional lamps, LED lamps and related equipment - 2021, 2022, 2023);
  • Appendix No. 14 (Tumble drying machines– 2021, 2022, 2023).
