RUSSIA: IMPORTANT! EPR. Extended deadline for the submission of declarations and reports by importers and manufacturers

 

Importers and manufacturers of products and packaging subject to the extended producer responsibility (EPR) can submit yearly declarations and reports until 6 May 2020 (inclusive) instead of 1 April 2020.

Manufacturers and importers are required to submit yearly reports and declarations on the fulfilment of recycling (utilization) targets as well as on goods and packaging that are subject to recycling (extended producer responsibility) produced or imported during the previous calendar year.

Products and packaging subject to recycling (utilisation) and extended producer responsibility in Russia include some categories of electrical and electronic equipment, textiles as well as glass, cardboard and paper packaging.

The extension of the regulatory deadline was due to the fact that the period from 30 March until 3 April 2020 as well as the period from 4 April until 30 April 2020 have been declared as “non-working” days in Russia because of the COVID-19 situation.

Clarification Letter issued by the Federal Service on the Supervision of the Use of Natural Resources (Rosprirodnadzor) extends the submission deadline for manufacturers and importers and clarifies that if reports and declarations are submitted electronically, it is not required to submit additional paper copies.
