Air polluters may have to perform self-assessment of their impact on the ambient air

Draft law submitted by the Ministry of Natural Resources and Ecology aims to introduce an obligation to perform self-monitoring of any impact on the ambient air for category I, II and III facilities operating sources of harmful chemical, biological or physical impact on the ambient air.  

The self-monitoring is to include regular monitoring of the state of ambient air and its pollution.

 

Applications for labelling remaining products made from natural fur being in stock till 12 August 2016 are accepted till 7 November 2016 inclusive.

Since 12 August 2016 only fur products labelled with verification identification marks may be retailed.

Applications on processing and issuing of verification identification marks are to be placed on the Information Labelling Data Resource.

The Letter issued by the Federal Tax Service of the Russian Federation informs that:

By 7 November 2016 (inclusive) taxpayers may apply for labelling of remaining products until 12 August 2016.

Starting from 6 December 2016 the verification identification marks intended for labelling of the remaining products the information on which has not been placed into the Information Labelling Data Resource are to be cancelled and rendered invalid.

New reporting forms on the state control and record-keeping of radioactive substances, radioactive wastes, nuclear materials, as well as procedure and terms of reporting have been established.

The established report forms are to be completed in the following way:

  • yearly records must be completed starting from the 2016 year as a reporting year;
  • operation records are to be completed starting from 1 January 2017.

Revised of industrial safety requirements for the safe operation of radioactive sources

The requirements apply to installations, launchers, reactors, machinery, products that contain radioactive substances, as well as open and sealed radionuclides sources controlled by the State Radioactive Substances, Radioactive Wastes Control and Accountability System.

The requirements cover deployment, planning (construction), building (manufacturing), putting into operation and decommissioning of radioactive sources, and actions in case of emergency.

The Order N 104 of 05.03.2011 on the same issue is no longer in effect.

The Ministry of Finance of the RF reminds about the procedure for the regulation of alcoholic product circulation.

It is informed that starting from 31 March 2017 any sale of alcoholic products in buildings owned or used by organizations and self-employed entrepreneurs carrying educational activity or licensed  to deliver medical treatment is prohibited.  The exception is made for catering in educational institutions providing vocational education.

Moreover, the official legal publication site has placed the announcement about amending a number of orders of the Ministry of Finance of RF concerning minimum purchase (except import), sale and delivery  (except export), retail sale prices.  According to the information placed on the official legal publication site, the minimum price for vodka will be 202 rubles per 0.5 litres of end product.
