Russia: Which law sets the recycling targets for 2017?

The Federal Service for the Supervision of the Use of Natural Resources has clarified which legislation is to be applied by importers and manufacturers in determining their obligations within the extended producer responsibility concept (EPR).

 According to paragraph 1 of Art. 24.2 of the Law, importers and manufacturers of products subject to the EPR, are obliged to ensure compliance with the recycling targets established by the Government of the Russian Federation.

The list of finished goods, including packaging, to be recycled after the loss of their consumer properties, for the period  from 2015 to 2017 was approved by Governmental Direction No. 1886-r dated September 24, 2015.

The list of finished goods, including packaging, to be recycled after the loss of their consumer properties for the period from 2018 to 2020 was approved by the Governmental Direction No. 2970-r of December 28, 2017.

The recycling targets waste generated from the use of goods are set by Governmental Direction No.2971-r of 28 December 2017. However, the recycling targets for the period from 2015 to 2017 have been set by Governmental Direction No.2491-r of 04.12.2015.

This means that importers and manufacturers submitting reports for 2017, are required to comply with the recycling targets set by Governmental Direction No. 2491-r of 04.12.2015.
