As of 28 August 2020, manufacturers and importers of indoor heating devices and combined heaters are required to comply with the adopted Technical Regulation. The adopted TR was developed in line with the Commission Regulation (EU) No 813/2013 of 2 August 2013 implementing Directive 2009/125/EC of the European Parliament and of the Council with regard to ecodesign requirements for space heaters and combination heaters.
The adopted TR sets out ecodesign requirements for the placing on the market and/or putting into service of space heaters and combination heaters with a rated nominal heat output ≤ 400 kW, including those integrated in packages of space heater, temperature control and solar device or packages of combination heater, temperature control and solar device.
The TR does not apply to:
- heaters specifically designed for using gaseous or liquid fuels predominantly produced from biomass;
- heaters using solid fuels;
- heaters that use wastes as secondary energy sources as well as heaters used by the industry;
- heaters generating heat only for the purpose of providing hot drinking or sanitary water for sanitary and hygienic and domestic purposes;
- heaters for heating and distributing gaseous heat transfer media such as vapour or air;
- cogeneration space heaters with a maximum electrical capacity of 50 kW or above;
- heat generators designed for heaters and heater housings to be equipped with such heat generators placed on the market before 1 January 2024 to replace heat generators and heater housings of the same type. The replacement product or its packaging shall clearly indicate the heater for which it is intended.
The adopted ecodesign requirements are to apply in stages. The first date when ecodesign requirements become mandatory is 28 August 2022. As of this date, space heaters must comply with the requirements set out in clause 1(1) as well as clauses 3 and 2 of Annex 2 to the adopted Technical Regulation, and combined heaters must comply with the requirements set out in clause 2(1) of Annex 2 to the adopted Technical Regulation.
