As of 20 August 2020, manufacturers and importers supplying detergents to Ukraine have to comply with a revised Ukrainian Technical Regulation on Detergents adopted by Decree No. 717 of 20 August 2008.
Amendments to the TR on detergents add a definition of a “typical representative of an assortment (model) range” as a “a representative of a combination of detergents or surfactants of the same brand and of the same functional purpose, and, in case of detergents, also having surfactants of the same composition as ingredients”.
The amendments clarify that when module A1 (internal production control and supervised product testing) is used for conformity assessment, then typical representatives of the relevant assortments (models) of detergents or surfactants must be tested.
At the choice of the manufacturer, these tests can be carried out by an accredited testing laboratory of the manufacturer or under by a designated conformity assessment body selected by the manufacturer.
If tests results are positive, then the relevant assortment (model) range is considered to be approved. The certification body will then issue a conformity document stating that a particular assortment (model) range of detergents or surfactants complies with the requirements of the Ukrainian TR on detergents.
The manufacturer must organise regular checks of compliance with the TR on detergents for the relevant ranges of detergents or surfactants at least every two years or each time the manufacturer changes the production process or the raw materials.
The Ukrainian TR on detergents was adopted in August 2008 and applies to the following products:
- Detergents that are intended for washing or cleaning and that are to be placed into circulation in Ukraine for consumer use
- detergents intended for soaking, rinsing, starching, sizing, softening or bleaching of fabric and textile products
- detergents intended for cleaning surfaces, materials, products, mechanisms, mechanical devices, vehicles and auxiliary equipment, tools, equipment and similar items;
- other detergents intended for use during washing and cleaning.
