Ukraine: Technical Regulation on Energy Labelling of Air Conditioners entered into force

As of 9 December 2017, Technical Regulation on Energy Labelling of Air Conditioners (TR) entered into force in Ukraine. The TR was adopted on 24 May 2017 by Decree No. 360. The adopted TR is in line with the EU Regulation 626/2011 implementing EU Directive 2010/30/EU on energy-related product labelling.

The adopted TR sets out the requirements for labelling of air conditioners and for providing additional product information for air conditioners operated from electrical mains, with a rated capacity of ≤ 12 kW.

In particular, suppliers (importers or manufacturers) of air conditioners are required to:

Accompany air conditioners with printed labels specifying energy efficiency class of each product in accordance with Annex 1 to the TR.;

Provide a product fiche with each air conditioner (in accordance with Annex 3 to the TR);

Ensure that any advertisement for particular model of an air conditioner contains information on its energy efficiency class, if the advertisement mentions energy consumption and price;

Provide an instruction manual for each air conditioner;

Ensure that the packaging, technical documentation and any advertising materials for single-duct conditioners refers to the name “local conditioners”.

Dealers of air conditioners are required to:

Ensure that at every point of sale each air conditioner has an energy efficiency label that is provided by the supplier and that is attached to the front side or on top of the product. The label must not be obstructed by anything.

If an air conditioner is offered for sale, hire or leasing and the consumer is not able to see it – to provide the consumer with the full information on the air conditioner provided by the supplier.

Air conditioners that were placed on the market before 9 December 2017 and that do not comply with the adopted Technical Regulation, can remain on the market for the six months starting from 9 December 2017.
