Uzbekistan: Amended Regulation on Mobile Device Registration

The Cabinet of Ministers of Uzbekistan adopted Resolution No. 828 of 31.12.2020 "On Amendments and Additions to the Regulation on the Procedure for Registration of Mobile Devices Used, Imported and Manufactured for Sale or Personal Use in the Republic of Uzbekistan".

The adopted Decree has made a number of amendments to the Regulation approved by Decree of the Cabinet of Ministers No. 778 dated September 17, 2019.

For example, the concept of "GSMA (Global System for Mobile Communication Association)" has been expanded. GSMA is the global manager for the allocation of TAC codes used to create an international identifier for mobile devices. The Association distributes the official TAC digit intervals to all 3GPP compliant device manufacturers and enters these intervals and device model information into the database. Based on this information, organizations are authorized to search and identify devices become able to accurately identify the manufacturer and model of mobile devices through IMEI.

Additions have been made to the definition of "importer". This definition now includes individuals and organisations (previously, only organisations could be considered “importers”) importing mobile devices into the territory of Uzbekistan. Individuals now also have to “legalise” devices they bring into Uzbekistan under the appropriate customs regime.

The requirements for the "blacklist" have also been changed. Now it includes not registered in the system, cloned, unrecognized IMEI codes of mobile devices, IMEI codes of mobile devices that are on the GSMA blacklist (including mobile devices in roaming).
