When do the EEU Technical Regulations enter into force in Armenia?

The dates for the entry into force of the Customs Union Technical Regulations in Armenia are set by Decision No. 28 of the Eurasian Economic Commission Collegiate of 14 April 2015 sets out the transitional periods for entering into force of the Customs Union Technical Regulations in Armenia.

The Armenian business has been given 2 years to prepare their products for compliance with the requirements of Eurasian Economic Union (ex Customs Union) Technical Regulations. For certain products, such as furniture and wheeled transport vehicles the new requirements will become compulsory from 2019 and 2011 respectively.

The following transitional requirements are applied to the following technical regulations in Armenia:

-  Technical Regulation on the Safety of Railway Transport (TR CU 001/2011)

– Technical Regulation on the Safety of High-Speed Railway Transport (TR CU 002/2011)

– Technical Regulation on the Safety of Railway Infrastructure (TR CU 003/2011)

– Technical Regulation on the Safety of Low-Voltage Equipment (TR CU 004/2011)

– Technical Regulation on the Safety of Packaging (ТR СU 005/2011)

– Technical Regulation on the Safety of Pyrotechnics (ТR СU 006/2011)

– Technical Regulation on the Safety of Products Intended for Children and Adolescents (TR CU 007/2011)

– Technical Regulation on the Safety of Toys  (ТR СU 008/2011)

Technical Regulation on the Safety of Perfumery and Cosmetic Products (ТR СU 009/2011)

– Technical Regulation on the Safety of Lifts  (ТR СU 011/2011)

– Technical Regulation on the Safety of Equipment Operating in Explosive Atmospheres  (ТR СU 012/2011)

– Technical Regulation on the Requirements Pertaining to Vehicle and Aviation Petrol, Diesel and Bunker Fuel as Well as to Fuel Used in Jet Engines and to Fuel Oil   (ТR СU 014/2011)

– Technical Regulation on the Safety of Milk and Dairy Products (TR CU 033/2013)

– Technical Regulation on the Safety of Equipment Operating under Excessive Pressure (TR CU 032/2013)

– Technical Regulation on the Safety of Meat and Meat Products (TR CU 034/2013)

  1. Documents on the assessment (confirmation) of compliance with the statutory requirements established by the regulations of Armenia, issued or adopted in relation to goods which are subjects of the technical regulation of the Technical Regulations of the Customs Union (hereinafter – the products), before 2 January 2016 are valid until the expiration of their validity, but no later than 2 January 2018;
  1. From 2 January 2016 issuance or adoption of documents for assessment (confirmation) of conformity to the mandatory requirements previously established by the regulations of Armenia, is not allowed;
  1. Until 2 January 2018, the production and release into circulation of products in accordance with the mandatory requirements previously established by the regulations of Armenia, is allowed if documents on assessment (confirmation) of conformity to the specified regulatory requirements, issued or adopted before the effective date of the Technical regulation, are available;
  1. These products are marked with a national mark of conformity of Armenia. Marking a product with a unified mark of circulation on the market of the Eurasian Economic Union member-states is not allowed;
  1. Until 2 January 2017, the production and release into circulation in Armenia of products which is subject to the specified Technical Regulations and which are not, before 2 January 2016, subject to a compulsory conformity assessment with compulsory requirements set by the laws of Armenia, is permitted without conformity assessment document and without a national mark of conformity;
  1. Circulation of products released for circulation during the validity of the conformity confirmation documents specified in clause 1 above and in clause 5 above is permitted during the whole period of the products’ shelf life set in accordance with the Armenian laws.

Special provisions apply to the products which are subject to the Technical Regulation on the Safety of Railway Infrastructure (TR CU 003/2011).

The following transitional requirements are applied to the following technical regulations:

  • Technical Regulation on the Safety of Furniture (TR CU 025/2012)
  • Technical Regulation on the Safety of Machinery and Equipment (ТR СU 010/2011)
  • Technical Regulation on the Safety ofAgricultural and Forestry Tractors and Their Trailers (ТR СU 031/2012)
  1. Documents on the assessment (confirmation) of compliance with the statutory requirements established by the regulations of Armenia, issued or adopted in relation to goods which are subjects of the technical regulation of the specified Technical Regulations of the Customs Union, before 2 January 2017 are valid until the expiration of their validity, but no later than 2 January 2019.
  1. From 2 January 2017 issuance or adoption of documents for assessment (confirmation) of conformity to the mandatory requirements previously established by the regulations of Armenia, is not allowed.
  1. Until 2 January 2019, the production and release into circulation of products which are subject to regulation pursuant to the mentioned Technical Regulations of the Customs Union in accordance with the mandatory requirements previously established by the regulations of Armenia, is allowed if documents on assessment (confirmation) of conformity mentioned in clause 1 above, are available. These products are marked with a national mark of conformity of Armenia. Marking a product with a unified mark of circulation on the market of the Eurasian Economic Union member-states is not allowed.
  1. Until 2 January 2018, the production and release into circulation in Armenia of products which is subject to the specified Technical Regulations and which are not, before 2 January 2017, subject to a compulsory conformity assessment with compulsory requirements set by the laws of Armenia, is permitted without conformity assessment document and without a national mark of conformity.
  1. Circulation of products released for circulation during the validity of the conformity confirmation documents specified in clause 1 above and in clause 4 above is permitted during the whole period of the products’ shelf life set in accordance with the Armenian laws.
