When do the EEU Technical Regulations enter into force in Kyrgyzstan?

The timeframe was set for Kyrgyzstan for the entry into force of EEU Technical Regulations.  It was adopted by Decision No. 11 of 26 January 2016 of the Eurasian Economic Commission. The TRs will become mandatory in Kyrgyzstan on different dates, and the last one to become mandatory is the TR on automotive and aviation fuel which is to become fully mandatory on 12 August 2021.

The TRs are to be enforced in Kyrgyzstan in four “batches”.

For the first “batch” of EEU TRs, the following schedule has been adopted. 

1) All conformity documents issued or adopted for the products subject to the relevant TRs before 12 February 2016 will remain valid during their normal validity period but not beyond 12 February 2018.   

2) Starting from 12 February 2016 it will not be permitted to issue or adopt any conformity confirmation documents which were previously required by the national law.

3) Before 12 February 2018 it is possible to manufacture or place on the market the relevant products if there are conformity documents issued or adopted by the national law. These products must be marked with the Kyrgyz national mark of conformity. It is not permitted to mark such products with the common EEU mark of conformity.

4) Before 12 February 2017 it is permitted to manufacture and place on the market in Kyrgyzstan products which were not, before 12 February 2016 subject to a compulsory conformity confirmation procedure, without any conformity assessment (confirmation) documents and without the national conformity mark. 

The above timeframe applies to the following TRs:

On the High-Speed Railway Transport, TR 002/2011;

On the Safety of Low Voltage Equipment, TR 004/2011;

On the Safety of Pressure Equipment, TR 032/2012;

On the Requirements for Lubricants, Oils and Special Liquids, TR 030/2012;

On the Electromagnetic Compatibility of Technical Devices, TR 020/2011;

On the Safety of Perfumery and Cosmetic Products, TR 009/2011;

On the Safety of Automotive Roads, TR 014/2011;

On the Safety of Grain, TR 015/2011; etc. 

For the second “batch” of TRs the following dates have been set.

1)12 August 2016 and 12 August 2018 respectively.

2) 12 August 2016.

3)12 August 2018.

4) 12 August 2017 and 12 August 2016 respectively.

The second “batch” includes the following TRs:

On the Safety of Machinery and Equipment, TR 010/2011;

On the Safety of Equipment Intended to Operate in Explosive Atmospheres, TR 012/2011; and

On the Safety of Agricultural and Forestry Tractors, TR 031/2012. 

For the third “batch”, the following schedule was adopted.

1)12 August 2017 and 12 August 2019 respectively.

2) 12 August 2017.

3) 12 August 2019.

4) 12 August 2018 and 12 August 2017 respectively.

The third “batch” includes different food-related TRs, the TR on packaging, explosives, furniture, lifts, toys, light industry (clothing and textile), etc.

 The last “batch” includes only one TR on automotive, ship and aviation fuel. The date when this TR becomes fully mandatory is 12 August 2021.
