Belarus imposes national requirements for a range of products and services

Decree No.  849 of 21 October 2016 approved the list of products subject to compulsory conformity assessment procedure in Belarus. This Decree implements Presidential Decree No. 278 of 20 July 2016 on the measures on compulsory conformity assessment.

The reason for the introduction of the national conformity assessment procedure is that Belarus feels that certain types of products and services must be regulated and requirements must be imposed for such products in the area of energy efficiency, safety and other areas of conformity. The lack of the relevant Technical Regulations at the Eurasian Economic Union level has resulted in Belarus introducing their national system of conformity assessment.

Compulsory certification will be required for electrical and electronic equipment (for energy efficiency), personal protective equipment, fire fighting substances, fire fighting equipment, firearms (hunting and sports), domestic low voltage equipment, etc.

A range of services, such as calibration of measuring devices, will also be subject to conformity certification.

Decree No. 849 also sets out the following timeframe for the introduction of compulsory conformity assessment:

Starting from 1 February 2017, the assessment is compulsory for: domestic refrigerators, electrical ovens, general purpose lightbulbs, TVs and TV monitors, domestic and office equipment, single-speed asynchronous (induction) three-phase motors (for energy efficiency requirements); electrical cables designed for voltage up to 1000 V AC and 1500 V DC; fire safety and fire-fighting; personal protective equipment firefighters and rescuers; fire rescue units; alcoholic beverages; telecommunications facilities; services for training, retraining and advanced training of motor vehicle drivers; etc.

Starting from 1 April 2017, the assessment is compulsory (in the area of energy efficiency requirements) for air conditioners operating with the nominal power of up to 12 kilovolt and external power supply sources.

Starting from 1 January 2018 the assessment is compulsory for activity involving calibration of measurement devices.
