EAEU: Member States must accept certificates issued in anywhere in the EAEU

The Council of the EurAsian Economic Commission has adopted a decision requiring customs authorities of all EAEU countries to accept certificates (conformity assessment documents) issued in any EAEU Member States.

The reason for such a decision was the fact that during the last few months Russian customs authorities have been refusing to accept certificates issued by laboratories or testing centres located in other EAEU Member States (such as Belarus). This resulted in imported products getting stuck at the Russian border without the possibility of entering the country.

The adopted Decision of the EurAsian Economic Commission No. 20 dated 28 April 2017 “On some issues regulating the acceptance by customs authorities of conformity assessment documents on compliance with the EAEU Technical Regulations” obliges Russian (as well as other Member States’) customs authorities to accept non-Russian certificates.
