Russia: Installing GLONASS navigation on vehicles transporting dangerous goods

As of 15 April 2018, owners of transport vehicles used for dangerous goods transportation are required to use the revised procedure for the installation of GLONASS navigation system on such vehicles. The requirement to install GLONASS navigation on vehicles transporting dangerous goods has existed before and is not a new one.

GLONASS navigation must be installed on all category M2, M3 and category N used for dangerous goods transportation.

According to the revised procedure, all relevant vehicles must be equipped with efficient satellite navigation equipment that meets the following requirements:

Complies with the requirements of EAEU Technical Regulation on the Safety of Wheeled Transport Vehicles TR TS 018/2011;

Identifies and transmits to Rostransnadzor (the Russian transport safety authority) the information on the geographical latitude and longitude of the vehicle's location, its track angle and speed, the time and date of fixation of the vehicle's location with a transmission interval of no more than 30 seconds through the ERA-GLONASS GISS;

Provides for the availability of a personal universal subscriber identity card containing the profile of the mobile radiotelephone communication network that provides for the functioning of the ERA-GLONASS system.

The identification of the satellite navigation equipment is provided by the operator of the ERA-GLONASS system by placing in the system and transmitting certain information to Rostransnadzor.
