Russia: Prohibition of sale of certain alcohol containing products has been renewed

As of 20 April 2018, retail sellers of ethanol-containing products are to be subject to the renewed restriction (prohibition) of sale of ethanol-containing non-foods, food additives and food flavourings. This prohibition applies to products where the content of ethanol exceeding 28% and which are sold at a price that is below the retail price (for 0.5l) of alcoholic drinks with the content of alcohol exceeding 28%.

Russia: Amended regulation on drug precursors

As of 29 September 2018, the lists of regulated drug precursors are to be amended. For example, for 1-phenyl-2-nitropropene, that is included into the list of controlled precursors, the requirement to its controlled concentration will be removed (currently – 15% or more).

Russia: Energy efficiency requirements for buildings and structures

As of 6 April 2018, organisations performing planning, renovation, capital refurbishment and operation of heated buildings and structures have to comply with the adopted energy efficiency requirements. The requirements apply to buildings and structures that are heated and equipped with heat-consuming installations, electric receivers, water-separating devices or devices operating on natural gas, with the aim of providing consumers with energy resources and utilities.

Russia: Temporary suspension of ADR requirements on tanks

Until 1 January 2019, the requirements of subsections and of Annex A of the European Agreement concerning the International Carriage of Dangerous Goods of September 30, 1957 (ADR) concerning type approval certificates as well as requirements for the inspection and tests of tank-vehicles, demountable tanks, tank-containers, tank swap bodies battery-vehicles or MEGC will not apply in the territory of the Russian Federation.

Russia: Adopted safety rules for the operation of industrial pipelines

As of 21 March 2018, facilities operating infield pipelines are required to comply with the adopted industrial safety rules.

The rules impose requirements aimed at ensuring industrial safety, preventing accidents and incidents at major hazard facilities during the operation of infield pipelines of oil, gas and gas condensate fields, including reservoir pressure maintenance system pipelines.

Russia: Amended law on the environmental expert assessment

As of 28 December 2017, organisations planning any activity that is subject to the environmental expert assessment (i.e. any activity that has a potentially high environmental impact) are required to comply with the revised provisions governing the performance of environmental expert assessment.
