
Starting September 28, 2025, notifications for cryptographic (encryption) devices and products containing them will no longer include spare parts. This requirement applies in all EAEU countries: Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia.
This change follows the official publication of EEC Board Decision No. 75 (August 26, 2025), which amends the Regulation on Notification of Characteristics of Encryption (Cryptographic) Means and Goods Containing Them. The amendment removes a small but significant phrase from paragraph 5 of the Regulation that previously allowed the addition of the words “and spare parts for it” in item 1 of the notification form.
Notifications already registered in the unified register before September 28, 2025, and containing information about spare parts, will remain valid until their expiration date.
An FSB (Federal Security Bureau) notification is required for importing any devices into the EAEU (Eurasian Economic Union) that perform any kind of encryption. The detailed list of such cryptographic devices is provided in EEC Board Decision No. 30 (April 21, 2015), list 2.19. When identifying goods, not only the HS code but also the product name and functions are taken into account.
The list of cryptographic (encrypting) devices includes:
- Printers, photocopiers and fax machines, and their electronic modules, that have encryption (cryptography) functions (HS code group 8443)
- Pocket PCs and their parts that have have encryption (cryptography) functions (HS code group 8471)
etc.
