
The Eurasian Economic Commission (EEC) Council has postponed the enforcement of the Technical Regulation of the Eurasian Economic Union (EAEU TR 048/2019) “On Requirements for the Energy Efficiency of Energy-Consuming Devices” from September 1, 2025 to September 1, 2028.
The delay is due to the need to update the document’s requirements and complete the development of the necessary secondary legislation — including lists of standards and energy efficiency labeling rules for energy-consuming devices (as noted in the EEC Council’s information release of July 8, 2025).
EAEU TR 048/2019 is the fourth “electrical” technical regulation within the Union and establishes requirements for assessing the compliance of electrical equipment through certification or declaration proceduresThis technical regulation is developed to ensure energy efficiency and resource conservation within the Eurasian Economic Union (the Union), as well as to prevent misleading practices regarding the energy efficiency of energy-consuming devices.
The regulation applies to energy-consuming devices that are placed on the market within the Union, as listed in Annex No. 1 to the Technical Regulation 048/2019.(hereinafter referred to as “devices”). It establishes mandatory requirements for such devices concerning their energy efficiency and labeling, which must be followed throughout the Union.
The devices include: TV sets, washing machines, dishwashers, electrical lams, external power supply sources, ventilators, certain office equipment, vacuum cleaners, etc.
Technical Regulation of the Eurasian Economic Union (EAEU TR 048/2019) “On Requirements for the Energy Efficiency of Energy-Consuming Devices” applies in all EAEU countries: Armenia, Belarus, Kazakhstan, Kyrgyzstan and Russia.
