EAEU: Recommendation to conduct additional customs checks of apparel and footwear

On July 22, 2025, the Eurasian Economic Commission (EEC) Board officially published Recommendation No. 19 of July 21, 2025, concerning the proper application of the rules for filling out customs declarations for goods (as set out in Customs Union Commission Decision No. 257 of May 20, 2010). The recommendation took effect immediately upon publication. The Recommendation applies in all EAEU countries: Belarus, Armenia, Kazakhstan, Kyrgyzstan and Russia.

The EEC Board advises EAEU member states to take additional verification measures when processing customs declarations for goods classified under groups 62 and 64 of the EAEU Commodity Nomenclature (which correspond to clothing and footwear, respectively).

Customs authorities are recommended to pay particular attention to the information provided in Box 31 of the customs declaration, including:

  • product characteristics,

  • trademarks and labels,

  • models and article numbers, and

  • manufacturer details.

 The goal of these measures is to ensure full compliance with the established declaration procedures.
