Eurasian Economic Union creates legal framework for plant quarantine

The members of the Council of the Eurasian Economic Commission (EEC) approved the Unified list of products subject to quarantine in the Eurasian Economic Union (EEU); the common quarantine phytosanitary requirements to regulated products and quarantine objects of the customs border and customs territory of the EEU; and the common rules and norms regulating ensuring plant quarantine in the customs territory of the EAEU (EEU). This is the fundamental document in the field of quarantine phytosanitary measures.

This means that the common legal base for plant quarantine has been created. It aims to improve the efficiency of quarantine phytosanitary control (supervision) on customs border and customs territory of the Eurasian Economic Union. An addition, it will serve as the basis for creating conditions for the free movement of regulated products in the customs territory of the Union, and for the optimization of control mechanisms for internal and foreign trade.

The approved documents are developed in accordance with the provisions of the International Convention for quarantine and plant protection, International standards for phytosanitary measures, and WTO Agreement on sanitary and phytosanitary measures.

 

In addition, the EEC Council approved changes to the Regulations on the procedure of quarantine phytosanitary control (supervision) at the customs border and in the customs territory of the Union. This will facilitate the identification of the batches of products subject to quarantine and help eliminate costs for market participants associated with   possible rejection of product consignments delivered by road transport, to minimize phytosanitary risks.
