The HS code (the FEACN or TN VED TS code) for polymeric methylene diphenyl isocyanate, also called " polymeric MDI" was set as 3909 30 000 0 "other amino-aldehyde resins", in accordance with Decision of the Eurasian Economic Commission No. 159 of 16 September 2014.
As the European Union has introduced a new sanctions "package", Russia may, in response, introduce an additional import ban on clothes, wine, vehicles, luxury goods, fridges and petrochemicals from EU or the US. A member of the State Duma (the Russian Parliament) has submitted a proposal to the Ministry of Healthcare of Russia to make amendments the Technical Regulation on the Safety of Perfumery and Cosmetic Products (ТR СU 009/2011) which would prohibit animal testing of cosmetics and domestic chemicals.
Draft decision to set zero import customs duties on a number of organic chemicals was published on 2 October 2013.
According to the draft decision, zero import customs duties would apply to the following chemicals:
Road transporters of alcohol containing products the packaging of which complies with the requirements of the Customs Union Technical Regulation on the Safety of Packaging (TR TS 005/2011), are not required to obtain a licence for this transportation.
From 1 January 2013 excises for a number of products imported into Russia are to be charged in accordance with a revised schedule. These products include ethanol, distillers, perfumery and cosmetic products and other types of alcohol-containing products.
