Increased Import Duties for Grain Harvesting Machines and Spare Parts

From 26 July 2013 special import customs duty will be set for certain types of grain harvesting machines. This measure was introduced to protect the Belorussian, Russian and Kazakh manufacturers of the mentioned equipment.

Previously, a special preliminary customs duty of 27,5% was introduced (until 27 February 2013).

The following customs duty is set as of 26 July 2013:

-          From 26 July 2013 until 14 March 2014 – 26,7%

-          From 15 March 2014 until 14 March 2015 (inclusive) – 26,2%

-          From 15 March 2015 until 14 March 2016 (inclusive) – 25,7%

Since the final customs duty is less than the preliminary duty, all importers importing the mentioned machines and spare parts into the Customs Union from 25 February 2013 to 26 July 2013 will receive a refund of the difference between the preliminary duty and the final duty.

Which products does this special import duty apply to?

Grain harvesting machines and parts of the machines which consist at least of a threshing and separating device, both equipped or not equipped with a threshing drum, cleaning system and an engine.

Which products are exempt?

Grain harvesting machinery and spare parts originating from the developing countries which benefit from the Customs Union tariff preferences (except China).
