Ukraine intends to ratify Protocol on Pollutant Release and Transfer Registers (PRTR)

Ukraine signed the PRTR Protocol in 2003. The purpose of the ratification is to crate the single unified electronic system of access to information on permits, reports, inspection records, etc.

Draft Law aims to create a unified procedure for the issue of permitting documents

The Ukrainian Parliament (Verkhovna Rada) has registered draft Law No. 3759 which would set the uniform conditions for obtaining permitting documents. If this law is adopted, then the unified requirements would have to be fulfilled by applicants (i.e. organisations or individuals) for obtaining any of the 38 types of permits that currently exist in Ukraine.

Transfer to the EU system of conformity assessment is almost completed

On 13 January 2016 Cabinet of Ministers has adopted the final package of regulatory instruments necessary to complete the first stage of the technical regulation reform – the transfer to the European standards and procedures. The final package of regulatory instruments includes technical regulations for measuring devices, conformity assessment modules, etc.

The next step of the reform is the implementation of the Technical Regulation System Development Strategy for the period until 2020, including signing the Agreement on Conformity Assessment and Acceptance of Industrial Products (ACAA). As a result, Ukraine will trade with the EU on the same terms as the EU members trade between each other, without having to arrange an additional certification for its products.

Agricultural machinery is no longer subject to compulsory certification

Manufacturers and importers of agricultural machinery will not be required to perform conformity certification of such machinery. This is due to the entry into force of two technical regulations: Technical Regulation on the type approval of agricultural and forestry tractors and trailers and interchangeable towed machinery, systems, components and separate technical units, adopted by Decree No. 1367 of 28 December 2011 and by Technical Regulation on components and characteristics of wheeled agricultural machinery and forestry tractors, adopted by Decree No. 1368 of 28 December 2011.

Agricultural machinery will have to undergo conformity assessment process in accordance with the two mentioned technical regulations instead of compulsory certification.
