Kyrgyzstan: Procedure for equipping vehicles with tachographs

As of 27 September 2022, companies operating transport vehicles belonging to classes M2, M3, N2 and N3 are required to equip these vehicles with tachograhps for the purpose of recording working and resting time of drivers. 

The procedure has been developed in line with the European Agreement Concerning the Work of Crews of Vehicles Engaged in International Road Transport (AETR). 

The procedure sets out a normal daily resting period as any resting period that lasts at least 11 hours. A “shortened” resting period is any resting period lasting at least 9 but less than 9 hours.

Weekly resting period must not be less than 45 hours and a shortened weekly resting time must not be less than 24 hours.

The adopted procedure prohibits operating of category M2, M3, N2 and N3 transport vehicles:

  • without a tachograph installed;

  • with a switched off or faulty tachograph;

  • with non-completed diagram discs;

  • with the use of diagram discs that were used before;

  • without electronic cards where electronic (digital) tachographs are used;

  • without maintaining daily registration sheets of the regime of work and rest of drivers (in case of a malfunction of the tachograph);

  • without daily registration sheets used for recording working and resting time of drivers (in case of a malfunction of the tachograph).

Tachographs must be used by:

1) drivers - for the purpose of registration and accounting of work and resting time;

2) transport enterprises - in order to monitor work and resting time of drivers;

3) by the supervisory authority - in order to control the observance of work and resting time by drivers.

Only one tachograph must be installed, activated and used on any vehicle.

Any tachograph must the cards of the driver, service center, carrier and the supervisory authority.

A driver can only be issued one driver card.
