
On July 4, 2025, the Eurasian Economic Commission (EEC) officially published Decision No. 60 of July 1, 2025, which introduces amendments to the Program for the Development of Interstate Standards supporting the implementation and application of Technical Regulation TR CU 009/2011 “On the Safety of Perfumery and Cosmetic Products.”
The updated program includes plans to:

Develop five new interstate standards, including:

Two standards for determining formaldehyde in perfumery and cosmetic products, based on Chinese national standards.

Two standards for testing sunscreen products, based on international ISO standards.

One standard for Halal perfumery and cosmetic products, based on the SMIIC (Standards and Metrology Institute for Islamic Countries) standard.

Update nine existing interstate standards.
The main form of conformity assessment under TR CU 009/2011 remains declaration of conformity, which requires mandatory testing in accredited laboratories. In addition, certain categories of products (e.g. intimate cosmetics, tatoo cosmetics, child cosmetics, fake tans, depilation products, cosmetics with nano-materials, etc.) must undergo mandatory state registration.
The standards would apply in all EAEU countries: Belarus, Armenia, Kazakhstan, Kyrgyzstan and Russia.
