Russia: Adopted ecodesign requirements for lights and luminaries

As of 1 January 2021, manufacturers and importers of lighting devices and electrical AC lamps used for lighting purposes are required to comply with the adopted ecodesign requirements. The requirements were adopted by Decree No.2255 of 24 December 2020 (the Decree). The adopted Decree ceases to be valid 24 months after the date of entry into force of the EAEU technical regulation "On requirements for the energy efficiency of energy-consuming devices" (TR EAEU 048/2019), but no later than January 1, 2026.

The Decree establishes requirements for the energy efficiency of lighting products approved for circulation on the territory of the Russian Federation, including requirements for power supply system, designs, both for light sources and lamps in order to bring them in line with modern international standards.

The requirements imposed by the Decree do not apply to:

a) decorative and artistic lighting and architectural lighting;

b) illumination and illumination of advertising structures;

c) emergency and evacuation lighting;

d) special purpose lighting and military equipment.

Compliance of lighting devices and electric lamps with the adopted requirements must be confirmed by test reports from accredited laboratories or manufacturer's declarations.
