Russia: Adopted Occupational Safety Rules for Food Production Facilities

As of 1 January 2021, facilities involved in production of certain types of food in Russia, are required to comply with the adopted occupational safety rules. The rules apply to facilities involved into production of bread and bakery, pasta, baking yeast, sugar, black treacle, confectionery products, food concentrates, starch, fruit and vegetable products, juices, alcoholic and non-alcoholic, dairy, meat as well as fat and oil products.

The Rules are mandatory for employers - legal entities, regardless of their organisational and legal forms and individuals (except for employers who are individuals and are not sole traders /entrepreneurs).

Employers must develop and implement organisation-specific internal occupational safety procedures based on the adopted rules and on the instructions provided by the manufacturers of the machinery and equipment they operate during production process.  These internal rules and procedures must be signed by the head of the facility or by a person authorised by the head of the facility. Employers must also take into consideration the opinion of the relevant trade union body or other authorized employees of the representative body (if any).

If there are any work methods, materials, tools and equipment or methods of work that are not regulated by the adopted Rules, the facility should use the requirements of the applicable regulatory instruments and the requirements imposed by the technical documentation of the manufacturers of machinery, equipment and/or tools.

The order of the Ministry of Labour of Russia of August 17, 2015 N 550n is repealed as of 1 January 2021.

The Rules enter into force on January 1, 2021 and are to remain valid until December 31, 2025.
