Russia: Adopted revised occupational safety norms for various processes. Most of these norms enter into force on 1 January 2021 and will remain valid until revised

In particular, the following occupational safety norms have been adopted and will be valid in the whole territory of Russia:

  • Order of the Federal Service for Environmental, Technological and Nuclear Supervision of 09.12.2020 No. 512 "On Approval of Federal Norms and Rules in the Field of Industrial Safety" Safety Rules for the Processes of Obtaining or Using Metals"
  • Order No. 915n of 16 December 2020 Approving Occupational Safety Rules for Storage, Transportation and Distribution of Petrochemicals
  • Order No. 887n of 11 December 2020 on the Occupational Safety Rules for Metal Processing Activities
  • Order No. 849n of 2 December 2020 on the Occupational Safety Rules for Painting Works
  • Order No. 928n of 18 December 2020 on the Occupational Safety Rules for Medical Institutions
  • Order No. 901n of 15 December 2020 on the Occupational Safety Rules for the Production of Construction Materials
  • Order No. 902n of 15 December 2020 on the Occupational Safety Rules for Works in Confined or Restricted Spaces
  • Order No. 924n of 17 December 2020 on the Occupational Safety Rules for the Operation of Heat Supplying Facilities and Heat Consuming Installations
  • Order No. 883n of 11 December 2020 on the Occupational Safety Rules for Construction, Renovation and Refurbishment Activities
  • Order No. 884n of 11 December 2020 on the Occupational Safety Rules for Welding and Gas Welding Works
  • Order No. 903n of 15 December 2020 on the Occupational Safety Rules for the Operation of Electrical Installations
  • Order No. 511 of 9 December 2020 on the Occupational Safety Rules for the Operation of Underground Gas Storage Facilities
  • Order No. 486 of 3 December 2020 on the Safety Rules for the Production, Storage, Transportation and Use of Chlorine
  • Order No. 500 of 7 December 2020 on the Federal Safety Norms "Safety Rules for the Operation of Chemically Hazardous Facilities"
  • Order No. 461 of 26 November 2020 on the Safety Rules for Major Hazard Facilities Operating Lifting Equipment
  • Order No. 782n of 16 November 2020 on the Occupational Safety Rules for Works at Height

In addition, Russia has adopted Decree No. 40 on the Adoption of the Sanitary Rules for Working Conditions SP 2.2.3670-20.

All employers (both legal entities and individual entrepreneurs) are required to comply with these rules. The rules do not apply to the working conditions of divers, cosmonauts, emergency rescue operations or combat missions.

Legal entities and individual entrepreneurs are obliged to:

  • Implement internal control mechanisms over working conditions;
  • Implement sanitary and anti-epidemic (preventive) measures required for by the adopted rules.

Based on the results of production control and a special assessment/evaluation of working conditions (SOUT),  the employer must develop and implement, within the specified timeframe, a list of measures to improve working conditions aimed at reducing risks to human health in terms of occupational diseases, diseases (poisoning) and any infectious diseases associated with the working conditions.

The appendix to the Rules sets our requirement for working conditions depending on the specific type of activity and the characteristics of technological processes. For example, it contains specific rules applicable to the operation of cargo-lifting cranes, storage of pesticides and agrochemicals, tyre manufacturing processes, production of footwear, etc.

The Sanitary Rules are to apply in the Russian Federation from 1 January 2021 and until 1 January 2027.
