
Starting September 1, 2025, amendments to the lists of products subject to mandatory certification and declaration of conformity came into effect in Russia. These lists were originally approved by Government Resolution No. 2425 of December 23, 2021, and were updated by Government Resolution No. 642 of May 14, 2025.
The changes, published on the official legal information website on May 15, 2025, update and expand the classification codes of the EAEU Commodity Nomenclature of Foreign Economic Activity (HS codes) for products subject to technical regulation, as well as references to relevant standardization documents setting product requirements and testing methods.
Key updates include:

Added to the list of products requiring mandatory certification:

Polyethylene fittings for water supply, drainage, and pressure sewage systems (code 3917 40 000 9);

Refractory cements (code 3816 00 000 0).

Removed from the list of products requiring declaration of conformity:

Friction brake products (excluding brake pads and linings for wheeled vehicles) under code 6813.

Additional revisions clarify product names, applications, and classification codes for several categories, including domestic pipeline fittings.
The lists were also updated or supplemented with classification codes for products such as:

Items structurally similar to pneumatic weapons;

Standard mining electrical equipment;

Sealants for panel building joints;

Single-layer polymer pipes with thermal insulation for heating systems;

Mineral fertilizers;

Dry and ready-mix construction materials;

Concrete mixtures;
-
Disposable electronic nicotine delivery systems (in part, the liquid for these devices).
These updates aim to ensure accurate classification and alignment with current technical and safety regulations.
