Russia: Proposed temporary restriction on import of ozone depleting substances in 2017

The Ministry of Natural Resources and Ecology has submitted a proposal to the Government of the Russian Federation, that aims to impose import quotas for ozone depleting substances (ODS) for the period from 10 August until 31 December 2017.

The authorities will distribute ODS import quotas between organisations and sole traders that apply, before 20 July 2017, to the RosPrirodNadzor (Russian environmental enforcement agency) a request to import ODS into Russia.

The requested quantity of ODS that are to be imported by each applicant will not exceed the relevant quotas set by Governmental Direction No. 2693-r of 15 December 2016.

The list of ODS permitted for importation has been compiled by the authorities based on the information submitted by users of such substances to the Ministry of Natural Resources and the Ecology.

The proposed Decree has been drafted in order to ensure fulfilment by the Russian Federation of its obligations imposed by the Vienna Convention for the Protection of the Ozone Layer &. The Montreal Protocol on Substances that Deplete the Ozone Layer.
