Russia: Restriction on import of certain ozone depleting substances

Russia has set import restrictions for a number of ozone depleting substances (ODS) for a period starting from 25 August until 31 December 2017. The restrictions were set by Decree No. 888 of 27 July 2017.

The relevant ODS are indicated in Group I of List C Part 2.1 of the List of products the import or export of which into or from the EAEU territory requires a permit. The 40 substances included in Group I are the same as included into Group I of Annex C to the Montreal Protocol on Substances that Deplete the Ozone Layer.

The authorities are to distribute ODS import quotas between organisations and sole traders that have submitted, before 7 August 2017, to the RosPrirodNadzor (Russian environmental enforcement agency) a request to import ODS into Russia.

The procedure for the distribution of ODS import quotas is prescribed by Decree No. 888.
