Russia: Revised procedure for medical surveillance of workers

As of 1 April 2021, employers are required to follow the revised procedure for the medical surveillance of workers.

The revised procedure repeals the procedure adopted by Order No. 302n of 12 April 2011.

The revised procedure provides the possibility of electronic exchange of documents. For example, it will be possible to issue an electronic referral for a medical examination, provided that both the employer and the employee have registered in the electronic signature system.

The referral document will have to contain the following information: gender of the employee, phone number and email address of the medical institution and the medical insurance policy number of the employee.

The employee is required to present their medical insurance policy before medical examination.

An important change is that as of 1 April 2021, not all employers are to be required to send the list of employees subject to periodic medical surveillance to Rospotrebnadzor (Federal Consumer Protection and Public Welfare Service). Only certain organisations, such as food production, food consumption, medical and children institutions, will be required to do so.

Certain changes have been made to the list of types of work and working conditions where regular medical examination is mandatory. For example, a provision was removed requiring that a medical examination should be carried out only when the maximum permissible level of the electromagnetic field of the broadband frequency spectrum (5 Hz - 2 kHz, 2 kHz - 400 kHz) is exceeded. This means that all office workers who are working exposed to the relevant spectrum of EMF frequencies when working at computer screens, must be referred to regular medical examinations.
