Russia: Revised registration procedure for major hazard facilities

As of 30 August 2019 operators of major hazard facilities are to perform registration of such facilities in accordance with a revised procedure. The adoption of the revised procedure does not require any immediate actions from facilities that have already been registered. 

The revised procedure was adopted by Order No. 140 dated April 8, 2019 "On Approving the Administrative Regulation of the Federal Environmental, Industrial and Nuclear Supervision Service of the State Service for the Registration of Hazardous Industrial Facilities in the State Register of Hazardous Industrial Facilities".

Applicants for registration of public benefit organizations are legal entities operating them and individual entrepreneurs who own objects on the basis of ownership or other law.

The authorities responsible for registering major hazard facilities are the regional offices of Rostekhnadzor (Federal Environmental, Industrial and Nuclear Supervision Service of the Russian Federation).

In order to register a major hazard facility, the operating organization must submit an application form to the local registration authority no later than 10 business days from day the major hazard facility has started to operate.
