
The introduction of mandatory electronic labeling for all excisable goods and the electronic system for tracking alcohol, tobacco products, and e-cigarette liquids (e-Excise) is proposed to be delayed by 10 months—from January 1, 2026, to November 1, 2026.
These amendments are set to be considered during the second reading of Bill No. 14097, which addresses special taxation rules for banks' corporate profit tax in 2026, according to the Ministry of Finance press service.
The delay aims to allow additional time for market and key operators to prepare, minimize risks to legitimate businesses and consumers, and align all regulatory acts with the new timeline.
The Ministry of Finance has already drafted a corresponding Cabinet of Ministers resolution reflecting the updated e-Excise rollout schedule.
Background: On June 29, 2023, the Verkhovna Rada passed Law No. 3173-IX, introducing electronic excise stamps and the e-Excise digital traceability system. In September 2025, the European Business Association urged the government and parliament to postpone the system’s launch by at least 10 months.
