
The Cabinet of Ministers of Uzbekistan has adopted Resolution No. 819 dated 24 December 2025, approving a set of new regulations governing occupational safety and health (OSH). The resolution establishes comprehensive requirements covering employee training, safety briefings, development of OSH instructions, and the appointment of occupational safety representatives.
The document approves regulations on:

the organization of occupational safety work within organizations;

conducting safety briefings, training, knowledge testing, professional development, and retraining in occupational safety;

development of occupational safety instructions;

the role and responsibilities of occupational safety representatives.
Under the new requirements, employers are obligated to implement an occupational safety management system, ensure compliance with sector-specific legislation, and create safe working conditions for employees.
State policy in the field of occupational safety prioritizes the life and health of workers. It includes the development of targeted programs, coordination among public authorities, state supervision and inspections, and support for the introduction of safe technologies and equipment. Special emphasis is placed on social protection for employees affected by workplace accidents or occupational diseases.
Employee training requirements include introductory safety briefings, on-the-job training and knowledge testing, specialized training for high-risk facilities, first aid training, and regular retraining and professional development in occupational safety.
The adopted measures aim to establish a systematic approach to workplace safety and to reduce occupational injuries.
The resolution was published in the National Database of Legislation in the state language and entered into force on 25 December 2025.
