Russia: Labour inspectors will check working conditions of disabled employees
Manufacturers and importers of products subject to recycling after the loss of their consumer properties (e.g. electronic equipment, cardboard and paper packaging and textile products) within the extended producer responsibility framework, might soon be able to submit the environmental charge calculation reports in electronic form online.
As of 5 December 2017, each facility impacting the environment is to be assigned, by the Russian authorities, to a particular environmental risk category. Such a risk category is to be assigned in order to determine the frequency with which the facility is to be inspected by environmental authorities.
There are five risk categories, which will be inspected with the following frequency:
As of 1 December 2017, employers must ensure that the concentration of 17 substances in the air of working zone does not exceed the set concentration limits. The concentration limits have been set for the following substances:
Abamectin
Benzalkonium chloride, Alkyl(C12-16)dimethylbenzylammonium chloride;
Thiourea dioxide
Angiolin ((S)-2,6-diaminohexanoic acid 3-methyl-1,2,4-triazolyl-5-thioacetate)
As of 1 May 2018, manufacturers and importers of gas cookers and water heaters are required to comply with the requirements adopted by Technical Regulation on the Safety of Devices Operating on Gaseous Fuel.
The adopted TR applies to gas-consuming equipment intended for cooking, heating and hot water supply, as well as to its components. The TR does not apply to equipment:
As of 15 May 2018, importers and manufacturers of veterinary medicines and feed additives are required to comply with the provisions of the adopted Technical Regulation (TR) on the Safety of Veterinary Medicines and Feed Additives.
The adopted TR applies to ready-to-use chemical-pharmaceutical and biological medicines and feed additives.
As of 20 October 2017, all organisations and sole traders are prohibited to retail any ethanol-containing nonfoods as well as ethanol-containing food additives and flavourings for another 180 days. It is prohibited to retail any ethanol-containing products with the ethanol content exceeding 28% if such products are sold at a price (per 0,5l) that is lower than the price set for alcoholic drinks with the ethanol content above 28% by Order No. 58n of 11 May 2016.
The Council of the Eurasian Economic Commission (EAEU) adopted the programme for the development, revision and amendment of standards that contain testing rules and methods (including sample taking procedure) for the Technical Regulation that restricts the contents of hazardous substances in electrical and electronic equipment (EAEU RoHS).
