As of 26 September 2017, a number of important amendments to fire safety regulations enter into force in Russia. The amendments to the fire safety requirements have been introduced by Decree No. 947 of 20 September 2016.
Separate fire safety instructions are also compulsory for category A and B premises
As of 3 October 2017, fire safety rules of Ukraine (the Rules) have been amended. The amendments clarify existing requirements and also impose a number of new fire safety requirements. The Rules apply to all organisations regardless of the type of their activity.
A letter issued by the Russian environmental protection authority (RosPrirodNadzor) No. AC-10-02-36/13739 dated 28 June 2017, explains that it is the trademark owner who is responsible for compliance with the recycling targets or for paying the environmental charge in relation to products and packaging they have placed on the Russian market.
The existing labour law clearly defines what kind of penalties employers are allowed to apply to their employees. The employer may only impose financial or disciplinary sanctions in cases set out by the Labour Code of the Russian Federation (Article 137). In such cases it is lawful for an employer to deduct certain amounts from an employee’s salary.
The Ministry of Natural Resources and Ecology has drafted amendments to the Law on Industrial and Consumer Wates No. 89-FZ. The amendments would clarify that manufacturers and importers of product components (rather than finished products) or any materials that are to be used for manufacturing other goods will not have to comply with any recycling targets within the extended producer responsibility (EPR) concept.
On 18 September 2017 the State Agency on Energy Efficiency and Energy Saving published draft Law on Energy Efficiency. The draft law would establish the legal framework for energy efficiency and would apply to organisations the activities of which result in energy consumption.
Draft law that would amend the Law on Consumer Protection and the Law on Sanitary and Epidemiological Welfare of the Population has been proposed by the Government of the Russian Federation. According to the proposed amendments the market surveillance authority (RosPotrebNadzor) will be allowed to make test purchases as a part of market surveillance activities with the purpose of checking compliance with the applicable sanitary and epidemiological requirements.
The guidance is recommended for all organisations that emit radioactive substances into the ambient air from stationary air emission sources.
The guidance contains methods for monitoring air emissions of radioactive substances. Organisations may use monitoring methods other than those set out by the guidance, provided that the use of such methods has been justified.
Manufacturers and importers of synthetic detergents and water softeners (including those intended for washing clothing and products intended for children) may be required to comply with additional restrictions on the share of phosphoric compounds in such detergents and softeners.
Facilities using subsoil resources are to be required to comply with additional environment protection requirements. The amendments to this effect have been made to the laws “On Nature Protection” and “On Subsoil Resources”.
The amendments clarify that a facility may only use subsoil resources if it complies with all applicable environment protection requirements and observes the rights of all other users of natural resources.
