As of 20 September 2017, organisations developing construction project documentation for a building or a structure (project owners, main contractors or third parties developing project documentation pursuant to a contract) are required to include additional energy efficiency information into project documentation bundle.
Management of waste electrical and electronic equipment (WEEE management) is gaining more and more importance all over the world. Although Russia tends to lag behind the EU in implementing environmental and waste management regulations, it has recently introduced the concept of extended producer responsibility (EPR) that imposed WEEE management obligations on manufacturers and importers of electrical and electronic equipment (EEE).
A number of Hygienic Norms have been adopted that prescribe the maximum permissible concentrations for certain polluting substances in workplace air, ambient air of residential areas and in water bodies used for drinking and municipal purposes.

Facilities that participate in transportation of radioactive materials as senders, receivers and/or transporters are recommended to use the adopted Manual for the development of their internal program on the implementation of radiation protection measures during any transportation of radioactive materials.
Draft amendment to Federal Law on Industrial and Consumer Wastes and to some other regulatory instruments aims to exempt organisations that dispose of (neutralize, landfill or recycle) wastes at their own waste disposal facilities from having to contract an external waste disposal operator. In order to be able to qualify for this exemption, the organization would have to submit documentary evidence that it has the possibility to neutralize, landfill and/or recycle solid municipal wastes at its own facilities.
As of 1 January 2018, manufacturers and importers of certain products and product categories are no longer required to obtain conformity certificates for such products.
Decree No. 855 of 17 July 2017 amended the list of products subject to compulsory certification (adopted by Decree No. 989 of 1 December 2009).
As of 15 August 2017, the list of controlled narcotic and psychoactive substances in Russia has been extended. Decree No. 903 of 29 July 2017 amended Decree No. 681 of 30 June 1998 that approved the list of controlled narcotic and psychotropic substances and their precursors.
Federal Service on Environmental, Technological and Nuclear Supervision (RosTechNadzor) is planning to amend safety rules for major hazard facilities operating lifting equipment.

All organisations that perform “waste management activities” in Russia involving industrial and consumer wastes, are required to use a revised statistical reporting form for the period starting from 1 January 2017.
“Waste management activities” include collection, accumulation, transportation, processing, utilisation, neutralisation and disposal of wastes.
As of 27 July 2017, individual air emission limits set for facilities and their emission sources (so-called “PDV projects”), are to be valid for 7 years, instead of 5.
Any facility emitting polluting substances into the ambient air is required to develop individual air emission limits (PDV Project) and to have it approved with the environmental authorities.
