Ukraine: Law on Organic Food Production, Circulation and Labelling

Manufacturers and importers of “organic” food are required, as of 2 August 2019, to comply with the provisions of the Law on organic food production and labelling if they are intending to place organic products on the Ukrainian market.

“Organic products” are defined as agricultural products, including food and feedstuffs manufactured during organic food production process.

Ukraine: Adopted Technical Regulation on ecodesign requirements for space heaters and combination heaters

As of 28 August 2020, manufacturers and importers of indoor heating devices and combined heaters are required to comply with the adopted Technical Regulation. The adopted TR was developed in line with the Commission Regulation (EU) No 813/2013 of 2 August 2013 implementing Directive 2009/125/EC of the European Parliament and of the Council with regard to ecodesign requirements for space heaters and combination heaters.

Ukraine: Adopted Technical Regulations on Noise Emissions of Equipment Operated Outdoors

As of 11 March 2021, manufacturers and importers of equipment that is to be used outdoors (including construction equipment) are required to ensure this equipment complies with the noise emission limits adopted by Technical Regulation (TR) of Ukraine on Noise Emissions of Equipment Operated Outdoors.

The adopted Technical Regulation has been drafted based on the EU Directive 2000/14/EC.

Ukraine: Adopted maximum concentration levels of veterinary medicines in food

As of 28 April 2020, manufacturers and importers of foods of animal origin in Ukraine have to ensure their products comply with the set concentration levels for active veterinary medicine components.

Maximum allowed concentration levels have been set for over 100 active substances, including amoxicillin, cyfluthrin, emamectin, netobimin, oxibendazole, paracetamol, permethrin, etc.

Ukraine: Improved Technical Regulation on detergents

As of 20 August 2020, manufacturers and importers supplying detergents to Ukraine have to comply with a revised Ukrainian Technical Regulation on Detergents adopted by Decree No. 717 of 20 August 2008.

Ukraine: Adopted law restricting powers of Market Surveillance Authorities

As of 26 March 2020, the powers of the Market Surveillance Authorities of Ukraine are to be significantly restricted when it comes to the control and supervision of business entities (including product manufacturers).

The Verkhovna Rada adopted and the President signed the "On Amendments to Certain Legislative Acts of Ukraine Regarding Reduction of Pressure on Business by Market Surveillance Bodies".

Ukraine: List of products subject to import and export licencing and quotas

As of 1 January 2020, organisations importing or exporting certain products and substances, are required to comply with import and/or export licencing requirements and/or quotas.

The lists of such products have been adopted by Decree No. 1109 of 24 December 2019.

Products that are subject to quotas include precious metals (silver, gold and platinum) as well as scrap of precious metals.

UKRAINE: Adopted Technical Regulation on the Safety of PPE

Starting from 30 August 2020, manufacturers and importers of personal protective equipment (PPE) in Ukraine are required to comply with the adopted Ukrainian Technical Regulation on the Safety of Personal Equipment adopted by Decree No. 771 of 21 August 2019.  The adopted TR is to replace the current Technical Regulation with the same name adopted by Decree No. 761 of 27 August 2008.
