Uzbekistan: Import of ozone depleting substances
As of 27 November 2017, manufacturers and importers of motor and aviation gasoline, as well as diesel and ship fuel, jet fuel and fuel oil are required to comply with the requirements pertaining to the safety of the mentioned fuel (including its composition) as well as labelling and packaging requirements for these types of fuel.
As of 1 May 2018, manufacturers and importers of gas cookers and water heaters are required to comply with the requirements adopted by Technical Regulation on the Safety of Devices Operating on Gaseous Fuel.
The adopted TR applies to gas-consuming equipment intended for cooking, heating and hot water supply, as well as to its components. The TR does not apply to equipment:
As of 15 May 2018, importers and manufacturers of veterinary medicines and feed additives are required to comply with the provisions of the adopted Technical Regulation (TR) on the Safety of Veterinary Medicines and Feed Additives.
The adopted TR applies to ready-to-use chemical-pharmaceutical and biological medicines and feed additives.
As of 7 April 2018, lift owners, manufacturers and operators in Uzbekistan will be required to comply with the adopted set of safety requirements for lifts. The requirements apply to hydraulic and electrical lifts with the loading capacity of 40 kg and more, except the following lifts:
• those with rack-and-pinion or screw lifting mechanism,
Facilities using subsoil resources are to be required to comply with additional environment protection requirements. The amendments to this effect have been made to the laws “On Nature Protection” and “On Subsoil Resources”.
The amendments clarify that a facility may only use subsoil resources if it complies with all applicable environment protection requirements and observes the rights of all other users of natural resources.
As of 10 December 2017, product manufacturers (and not suppliers, as is currently the case) are required to declare compliance of their products and it is the manufacturers, rather than suppliers, who will be responsible for compliance of their products with all applicable statutory requirements and for the accuracy of all declared product properties.
As of 1 January 2018, all drivers of vehicles that belong to organisations will be required to undergo retraining at least once every 2 years.
As of 1 July 2018, if a driver of any company vehicle does not have a required certificate confirming his or her retraining, they are to be subject to an administrative charge.
Asof19 July 2017, importers and manufacturers of products subject to compulsory certification, are able to use a foreign declaration of conformity in order to fulfill the compulsory certification requirement. The amendment to the procedure of compulsory product certification provides the possibility of a foreign conformity declaration being acknowledged by the Uzbekistan authorities.
