Uzbekistan: The Government is to propose 30 draft laws in 2017

The adopted Programme for the development of draft laws for 2017 includes 30 new draft laws.

The Programme includes draft law that would impose stricter liability on employers for breaching health and safety regulations and for other breaches of labour protection legislation.

Amended procedure for used oil treatment

Uzbekistan: Adopted Technical Regulation on the Safety of Telecommunication Equipment

As of 6 September 2017 manufacturers, importers and suppliers of telecommunication equipment in Uzbekistan are required to comply with the adopted Technical Regulation on the Safety of Telecommunication Equipment.

The adopted Technical Regulation applies to both new equipment (regardless of the country of manufacture), modernized (refurbished) equipment, used equipment and imported equipment.

Uzbekistan: Draft Law aims to revise requirements for major hazard installations

State labour safety inspection “Sanoatgekontechnazorat” has submitted a number of amendments to the legislation regulating operation of major hazard installations. If adopted, the draft law would require operators of major hazard installations (MHIs) with the number of workers 50 or more, to create special service that would perform self-monitoring of compliance with industrial safety requirements. The service must consist of qualified personnel.

Uzbekistan: Revised edition of labour protection law entered into force

As of 24 December 2016, the revised edition of the Law on Labour Protection entered into force. The new edition introduces the new concept of “occupational safety audit”.

The revised version also explicitly permits to contract external OHS professionals to perform the functions of the OHS service at an organization with 50 or more employees.

Uzbekistan has published drafts of seven regulations that have been developed as a set of measures aimed at the improvement of the occupational safety legal framework in the country

Uzbekistan: adopted footwear safety technical regulation

As of June 2017 (the exact date is not yet known) footwear (shoe, etc.) manufacturers and importers are required to comply with the adopted Technical Regulation on footwear safety in Uzbekistan. When the TR enters into force, all other regulatory instruments containing footwear safety requirement will remain in force but only in parts that do not contradict the provisions of the adopted TR.
