The Government has decided to conduct an experiment on marking new pneumatic tyres with identification signs. The experiment is to be conducted from 20 June 2019 to 30 November 2019.
The purpose of identification marking of products is to prevent any unlawful market circulation of these products in the Russian market.
Recent amendments to the Administrative Offences Code impose higher financial penalties for breaches of waste management legislation. Below is an overview of the recent changes.
Waste management
As of 1 March 2020 footwear market participants (manufacturers, sellers, importers, etc.) are prohibited to place on the Russian market or make available on the Russian market any footwear that does not have the required identification marks (signs).
The amendment applies to water users, both legal entities and individuals, whose rights to use water bodies were forcibly terminated by a court decision for the misuse of a water body or use of a water body in violation of the law. Such “bad” water users will be recorded in the special register. This register will also include information on the winners of the auction for the right to conclude a water use agreement, who evaded its conclusion and thus also became “bad” water users.
As of 2 March 2019, the Ministry of Industry and Trade of the Russian Federation is responsible for issuing licenses for all transboundary waste shipments (both import and export).
