Moldova amends regulation on biocidal products

As of 1 January 2026, the process of placing on the market and use of biocidal products in Moldova is to be amended. A Government Decision introduces amendments to Decision No. 344/2020, which approved the Sanitary Regulation on the placing on the market and use of biocidal products. The changes align Moldovan legislation more closely with EU Regulation (EU) No 528/2012 on biocidal products, as last amended by Delegated Regulation (EU) 2024/1398.

Moldova restricts hazardous substances in electrical equipment

The Government of the Republic of Moldova adopted Decision No. 643 (October 1, 2025) approving the Technical Regulation on the restriction of the use of certain hazardous substances in electrical and electronic equipment (Moldova RoHS).

The regulation aligns national legislation with EU Directive 2011/65/EU (RoHS Directive), as amended by Delegated Directive (EU) 2024/1416.

It was published in the Official Monitor on October 10, 2025 (No. 526–528, Article 675).

Moldova: Excise mark for tobacco products

As of 1 January 2025 the excise stamp/consumption stamp design' becomes mandatory for tobacco and related products.

The design of the mark was adopted by Order no. 119 of October 15, 2024 regarding the amendment of MF Order no. 91/2019 regarding the approval of the "Excise Stamp/Consumption Stamp" brand design.

Moldova: Adopted checklists for state labour inspections

As of 9 December 2022, state labour inspectors are to use the adopted checklists during compliance inspections at facilities.

Seven checklists have been adopted, and each one must be used for a specific type of inspection or for a general occupational safety and labour law compliance inspection.

Moldova: Adopted ecodesign requirements for space heaters and combination heaters

As of 2 June 2023, space heaters and combination heaters placed on the market in Moldova are required to comply with the adopted ecodesign requirements.

The adopted requirements are in line with the EU Commission Regulation No. 813/2013 implementing Directive 2009/125/EC of the European Parliament and of the Council with regard to ecodesign requirements for space heaters and combination heaters. The are also partly in line with the EU Council Directive 92/42/EEC.

Moldova: Revised list of toy safety standards adopted

As of 7 November 2022 manufacturers and importers of toys are to comply with the adopted revised list of Moldova national standards that are equivalent to the harmonised European standards on toy safety.

The list of standards consists of 11 positions and includes

-          EN IEC 62115:2020 Electric toys — Safety EN IEC 62115:2020/A11:2020;

Moldova: adopted law on industrial emissions

As of 21 October 2024, the law on industrial emissions enters into force in Moldova.

The law takes into consideration the provisions of the EU Directive 2010/75/EU on industrial emissions as well as Directive (EU) 2015/2193 on the limitation of emissions of certain pollutants into the air from medium combustion plants.
