EAEU: The business must guarantee product safety
As of 1 July 2018 importers and manufacturers of products that require the issue of a conformity declaration have to follow the adopted procedure. The adopted procedure governs the registration, renewal, suspension and termination of conformity declarations that must be issued for products that are subject to the EAEU Technical Regulations (TRs). Such products include toys, electrical equipment, personal protective equipment, cosmetics, food and some other categories of products.
As of 1 January 2018, product, component and chemical importers are to use the revised version of the Product Nomenclature for External Economic Activity (TN VED which is equivalent to the HS code system) when importing goods or chemicals into Uzbekistan.
The new TN VED version (2017) is based on the revised HS Code system used by the World Customs Organisation.
Technical Regulation on Fire Safety and Fire Fighting Equipment enters into force on 1 January 2020 and applies to products like fire extinguishers, fire extinguishing powder, flame retardants for cables, wood and steel, fire safety cabinets, fire hoses and valves, fire fighting vehicles, personal protective equipment, etc.
A letter issued by the Russian environmental protection authority (RosPrirodNadzor) No. AC-10-02-36/13739 dated 28 June 2017, explains that it is the trademark owner who is responsible for compliance with the recycling targets or for paying the environmental charge in relation to products and packaging they have placed on the Russian market.
The Ministry of Natural Resources and Ecology has drafted amendments to the Law on Industrial and Consumer Wates No. 89-FZ. The amendments would clarify that manufacturers and importers of product components (rather than finished products) or any materials that are to be used for manufacturing other goods will not have to comply with any recycling targets within the extended producer responsibility (EPR) concept.
