Belarus: steps towards the “green economy”

Belarus is planning to implement the National Action Plan on the Development of the Green Economy up to 2020. This plan calls for a number of regulatory changes, as the Ministry of Natural Resources and Environmental Protection has recently announced.

In particular, the Ministry plans to amend the legislation on public procurement of goods and services with the aim to promote “green” procurement.

Ukraine: Moratorium on state inspections extended until 31 December 2017

LawNo. 1728-VIII of 3 November 2016 extends the moratorium on scheduled state inspections of organisations by state authorities until 31 December 2017. The moratorium means that no organization is to be subject to any scheduled state inspection (e.g. checking compliance with environmental, occupational safety or another legislation). However, the moratorim does not apply to non-scheduled inspections of organisations.

Russia: creates the National Certification System

The Federal Agency on Technical Regulation and Metrology (RosStandart) has created a system of voluntary certification – the “National Certification System” (NCS). The order creating the NCS was signed on 29 December 2016.

The main purposes for creating the NCS are said to be provision of assistance to consumers in choosing the right products or services and increasing the competitiveness of Russian-made products at the national and international markets.

EEU: Drawing up a declaration of conformity. Conformity assessment modules

In order to assess conformity of a product with the applicable safety requirements of a technical regulation, the manufacturer or supplier of a product may be required (depending on the type of product) to either draw up a declaration of conformity (DoC) or to undergo product certification procedure.

In order answer this question, one should go to the official website of the General Prosecution Office of the Russian Federation. The service that can be accessed via this website (presently launched in the testing mode) allows you to check whether your organization will be visited by any state inspectors in 2017. The service will also give you the information on which dates your company is to be inspected and how long the inspection will last. Adopted licensing requirements for facilities performing fire-protection works

Facilities performing fire protection works, such as service and repair and service of automatic fire fighting installations (foam, powder, aerosol, water, etc.), fire alarm systems, evacuation systems, smoke protection systems, etc., are required to comply with the adopted requirements. These requirements relate to the minimum qualification of service personnel as well as organizational and technical requirements.

Adopted Technical Regulation for Simple High Pressure Vessels

The Regulation sets out technical and safety requirements for simple high pressure vessels placed on the Ukrainian market.  The Regulation has been developed based on the EU Directive 2014/29/EC on the harmonisation of the laws of the Member States relating to the making available on the market of simple pressure vessels.

EEU: Adopted Technical Regulation on Amusement Ride Safety

The adopted Technical Regulation (TR) sets out minimum safety requirements for the safety of amusement rides and for their design, manufacture, installation (assembly) service, operation, transportation and utilization.  The TR enters into force as of 18 April 2018 (no transitional or grace period is set for this TR).
